Dear All -
SAC provides no built-in way to do this because there is no standard definition of S/N. Once you define your measure SAC can help calculate it, though. Useful commands are RMS and MARKPTP.
The caption of Fig. 3 of Tanaka (2002), EPSL v. 203, 879-893 provides a good conceptual framework for any S/N definition and consequent travel time measurement uncertainty.
