I think the answer to Dave Riddhi's question is this:
I tested for this problem using a PoleZero file extracted by
rdseed from a SEED volume obtained from IRIS.
The PoleZero file contains, near the top, these lines:
* NETWORK (KNETWK): IC
* STATION (KSTNM): MDJ
* LOCATION (KHOLE): 00
* CHANNEL (KCMPNM): BHE
* CREATED : 2018-10-31T11:46:42
* START : 1999-05-18T08:35:00
* END : 2010-10-19T24:60:60
Although they begin with * they are NOT treated as comments by SAC
but are used to decide whether the PoleZero file is appropriate
for the waveform file being processed.
So if the waveform is from a time not within this timespan or
is from a different station, channel or location code, then
the "transfer" command gives the error that Dave Riddhi quotes:
ERROR 2114: No response information for this channel in response file.
If, though, you delete the network/station/time information, or
amend it (with a text editor, e.g. vi) to match the waveform data,
then "transfer" works.

That is exactly what is going on. I figured it out after removing the
'commented' portion of the SAC PoleZero file.
And all of my transfer commands work.
However, as you mentioned " if the waveform is from a time not within this
timespan or is from a different station, channel or location code, then the
"transfer" command gives the error", I am still getting this error message
even when my waveform is within the timespan and matches the station,
channel and location code.
I was informed by my advisor regarding another possibility of the origin of
this error:

If you scroll down to the “polezero option” section in the above link, it
talks about the new-format “annotated” polezero files. At the bottom of the
example file it mentions something about the “END” time in the annotated
section needing to be later than the “CREATED” time in order for the
transfer command to work. I tried changing the END date in the KIBA PZ file
(to 2995 instead of 1995), but this still gave the error message.
So, it looks like my problem goes away entirely when I remove the commented
portion, however the problem persists even when I'm working with a waveform
matching the timespan, station, channel and location.
