    Brian's explanation basically sums up IRIS's current distribution policy on distributing SAC. The actual language that we provide on our web site can be found here:

    Please note: The Seismic Analysis Code software is available to IRIS Members and Affiliates. As of October 2006, IRIS may also distribute the SAC software to collaborators such as the U.S. Geological Survey, Air Force Technical Applications Center, members of the International Federation of Digital Seismograph Networks and other non-U.S. seismological institutes who are involved in relevant research projects with IRIS. However, IRIS will not distribute the SAC software to any country on the embargoed list http://www.ecfr.gov/cgi-bin/retrieveECFR?n=15y2.1.3.4.30 of the U.S. Department of Commerce.

    Due to these export restrictions, SAC software requests must be reviewed by IRIS staff. This process may take a few days, and you may be contacted for details or clarification of the information you provide.

    So, our position is that the person requesting the software download needs to have an email address that can be verifiable from one of the approved institutions listed above. An issue we can frequently run into (and probably more common these days) is email requests coming from a commercial account. Someone from just about any country can get a 'gmail' account, so it doesn't serve to prove the identity and country of home institution in order for us to satisfy DOE requirements. We try working with the end user to find a route to approving and delivering the software, so reaching out to us will usually work to the end user's satisfaction.

    To help with this process our application form also allows users to specify other forms of proof that that are from an approved institution or country.

    If your email address does not match your institution’s URL, you must provide one of the following to verify your identity:

    A link to a class or faculty web page at your institution that identifies you, or a link to a published reference:

    OR

    This is still a human-moderated process as we have tried to be careful in what can be a complicated vetting process. We are exploring how we can make this a better user experience to get access to SAC, but because there are legal attachments to work through, it's not a straightforward technical solution.

    I'll get in contact with you Barry so we can get this issue worked out. I'm not aware of the bounces you have experienced but I'm pretty sure we can get things worked out.

    Hi Brian,

    If the exact official policy is due to geographic export restrictions alone, then I strongly encourage SAC maintainers to clarify this on their webpage and to ensure that whoever processes the download requests knows the policy as stated.

    On _multiple_ occasions, over the years, my requests have been denied for using "wrong" email addresses. The suggestion given was that I should resubmit my request with an email ending in .edu or .gov. That proved problematic at ualberta.ca...
