UNAVCO operates the Network of the Americas (NOTA), a large network of
geophysical instrumentation that spans the US, Caribbean, Central America,
and the northern part of South America. The focus of the Project Manager
II/III position is the management of a team of technical staff to operate
and maintain a subset of NOTA GNSS stations throughout the Southwest US and
Western Mexico. The incumbent would also manage the operation of an
office/warehouse facility in San Clemente, CA.

*Location:* UNAVCO supports a robust remote work environment. While this
position is nominally based in San Clemente, CA, to manage UNAVCO’s
office/warehouse facility, remote work options are available and allowable.
Preference will be given to candidates willing to relocate to San Clemente.

Salary will be based on candidate’s qualifications within the established
UNAVCO salary ranges:

Project Manager II $81,396 - $126,164

Project Manager III $96,086 - $148,934

*Where You Will Work: *



UNAVCO maintains and operates the Geodetic Facility for the Advancement of
Geoscience (GAGE) which provides support to the NSF investigator community
for geodesy, Earth Sciences research, education and workforce development
with broad societal benefits. As part of GAGE, UNAVCO operates a large
network of geodetic instruments (primarily GNSS) and a world class data
facility and archive which provides cyber infrastructure to support the
full data life cycle and interoperability with national and international
Earth science Data Centers.



For over three decades, UNAVCO has spearheaded the utilization of
cutting-edge technologies in support of geodesy while providing robust
operational support for researchers exploring the solid Earth (earthquakes,
volcanoes, plate tectonics), the hydrosphere (deformation of ice, the
Earth's response to groundwater, sea level change), and the atmosphere. Our
instrumentation toolbox includes high-precision GPS, LiDAR, TLS, optical
imagery, InSAR, and more.



*What You Will Do:*



The Project Manager II/III will manage the Southwest and Western Mexico
regions of the Network of the Americas and the NOTA office including
warehousing activities and regional staff. Significant domestic and foreign
travel is expected. This is an exempt, non-overtime eligible position.



*Essential Functions *



The Project Manager II/III position responsibilities will include, but not
be limited to:


- Managing the operations and maintenance of 450+ cGNSS station subset
of NOTA CONUS footprint. Geographically, this includes all NOTA sites west
of the Sierra Nevada, including western Mexico and the Baja Peninsula.
- Development of professional partnerships throughout the regions under
management.
- Management of the shipping, receiving, inventory, and storage of NOTA
equipment in the San Clemente office.
- Ensure proper security and continuity of utilities as well as
maintenance at the San Clemente facility.
- Management of a fleet of NOTA vehicles.
- Oversight of the commercial data streams (e.g. Trimble RTXFast and
Sapcorda) within the NOTA SW/Mexico region.
- Coordination with other UNAVCO project managers, including managers
from Geodetic Data Services and other NOTA regional managers, to promote
efficiencies throughout NOTA operations.
- Management of current remote storage facilities in Santa Clara, CA and
possible other locations TBD.
- Management of the operations of the larger storage facility in San
Rafael, CA.
- Liaise with the NOTA BSM Manager to ensure coordination, collaboration
and assistance with O&M with the BSM group in the San Juan Bautista,
Parkfield, and Anza areas.
- Act as the UNAVCO representative to stakeholder organizations such as
the CSRC, USGS, SIO, JPL, Caltrans, NGS, and SCEC.
- Present regional and company highlights at surveying and academic
meetings/conferences.
- Track equipment and facilitate access to NOTA stations by external
stakeholders, such as SIO, USGS, LLNL, private landowners and others.
- Facilitate station hardening for at-risk stations due to vandalism and
fire prone areas.
- Ensure proper safety protocols are followed and act as the primary
point of contact for field safety check-ins, and flight or boat-following.
- Coordinating with the Permitting Manager to ensure UNAVCO has legal
rights for access to stations.

- Basic understanding of the UNAVCO real-time GNSS data processing
system.
- Duties and regulations related to shipping to/from foreign countries,
especially throughout western Mexico and Baja California.
- Highly evolved social and communication skills; experience working
with International stakeholders.
- Moderate to expert understanding of geophysical goals for stakeholder
communities.
- Ability to manage multiple medium-sized projects in a cross-functional
environment.
- Strong understanding of Principal Investigator science project support.
- In depth knowledge of the operation and application of geophysical
instrumentation used within project areas.
- Understanding of scientific implications of projects managed.
- Possesses initiative to learn and understand unfamiliar scientific
details of new projects, as well as new equipment and technologies where
they apply to project areas.
- Understanding of budgeting and forecasting terms, definitions, and
best practices.
- Familiarity with statements of work, proposal writing, and basic
business practices.
- Ability to lead by motivating, developing, directing people as they
work, and identifying the best people for the job.
- Ability to influence others both internally and externally.
- Ability to monitor/assess performance of yourself, other individuals,
and UNAVCO to make improvements or take corrective action.
- Ability to identify complex problems and review related information to
develop and evaluate options, and implement solutions.
- Ability to lead teams and implement quick solutions to unexpected
problems under challenging field circumstances.
- Strong knowledge of federal grant requirements, including procurement
standards and allowable costs and be able to transfer that knowledge to

*Supervision and Leadership:*



The Project Manager II / III will manage a team of engineers and technical
staff and provide technical leadership and managerial direction to the
team. This will consist of developing, planning, assigning and directing,
appraising performance, rewarding and disciplining, addressing complaints
and resolving personnel issues for all engineers and other project managers
operating these subnetworks resulting in high performance (QC, SOH,
real-time) for the stations within the footprint. The incumbent will be
self-motivated and work independently, but consults with supervisor
regularly. Exerts significant latitude in determining activities related to
the execution of the assignment. Takes calculated risks with consultation
from the Project Managers.



*What You Need: *



*Required:*



*Project Manager II* – Bachelor’s degree in engineering, geosciences, or
related field, and six (6) years relevant experience. Experience includes
three (3) years equivalent to an Engineer III or Project Manager I.



*Project Manager III* – Bachelor’s degree in engineering, geosciences, or
related field, and nine (9) years of relevant experience. Experience
includes three (3) years equivalent to a UNAVCO Project Manager II or
Engineer IV.



*Other Requirements*



A valid driver’s license is required and the ability to comply with Federal
Motor Carrier Safety Regulations (49 CFR 391.41-391-.49).

Travel (up to 40%) by conventional means including aircraft, motor vehicle,
boat, etc.

A valid passport is required for polar or international projects.



*Preferred *– Master's degree in engineering, geosciences, or related
field. Ability to effectively communicate in Spanish.
