I noticed the same problem this spring. This is a bug in SAC, and Brian Savage has provided a patch. The conversation (and a patch file to fix the bug) is on the SAC Help archive:

One of our professors tried running a SAC macro in TransProb/CNDC called gen2gmf2.mac. They are telling me that the transfer function works properly for the none and vel but not acc. The output acceleration file is all filled with zero values, which is the problem. I have attached a compressed tar file that the professor send me with the problem. What can we do to fix this issue? We are using Sac version 101.5c on a MacPro with a 2.4GHz Quad-Core Intel Xeon Processor with 24GB of RAM running Snow Leopard (10.6.8).
