I am just wondering as to why the users are not allowed to download SAC soon after they fill in the necessary details. Is SAC not a freely distributed software? Why is there a "processing" time? In my view downloading SAC should be a less bureaucratic process than it is at present.

Hello Januka,
The SAC software was originally developed in a US national laboratory and for many years was distributed from that lab. Some years ago IRIS worked out a deal with the US government to distribute SAC. Part of that deal, as mentioned at the top of the "Request Form", was to not distribute the software to any country on the embargoed list of the US Department of Commerce. The processing time is primarily for a human to do this check. In the future IRIS hopes to offer a more freely distributable SAC, but that will likely require more legal agreements and there is no clear time line for this.
