After a bit of talk about allowing the makefiles to be more portable, I
tried my hand at moving the codebase to a configure script. This uses
the autoconf and automake tools available on most systems. I was
sucessful in building sac and running it. The conversion allows sac to
be built much faster than the curent makefiles plus we do away with the
setting of enviornment variables. Building should be as easy as
% ./configure
% make
% make install

Brian points out a flaw in the previous committed patch that I believe
that this one fixes. It succeeds in all the build examples Brian gives
below. Please let me know if it fails in any new, obscure way, or is a
satisfactory fix. It works (in bash) with:
make
make OSTYPE=darwin
OSTYPE=darwin make
export OSTYPE=darwin; make

Here is an updated patch to modify the Readme.buildsac with
instructions and usable systems, along with the original src/makefile
patch.
Verified to build on a MacOS X 10.2.8 system and RH 6.2 Linux/intel
system (on which the N**2 ar problem is even more severe; 10 minutes to
build(!)).
