[webservices] Tomcat servlet restarts - brief interruption of service - 2:30 PM PST

	Updates to the Tomcat deployment for all web services will commence  
around 2:30 PM PST.  Expected downtime for any one service is expected  
to be minimal, but active users may notice a loss of connectivity.   
This is a simple Java update and the restart should be fairly quick.
