[webservices] error in response xml

Hi.

While testing the updated station web service, I found that the following
returns invalid XML in both the production and beta versions of the service:
http://www.iris.edu/wsbeta/station/query?updatedafter=2012-04-01&level=resp&net=NM&sta=PENM&timewindow=1999-07-02,2599-12-31

All of the stations I tried in net NM returned errors.
