[webservices] New version of FetchBulkData perl script available

Hello FetchBulkData users,

The FetchBulkData perl script has been updated to fix a problem
introduced when parsing the XML for stations that contain channel
comments.  This only effects the use of the metadata file written
by the script, in particular if you are using mseed2sac with the 
metadata file you will want the new version.
