[webservices] News for the BETA release of the Web Services Library and MATLAB access

Hello webservice users,

Based upon MATLAB user feedback we have updated irisFetch.m, which includes the following changes:

* The Trace structure, retrieved from irisFetch.Traces now includes a field "sampleRate".  This was inadvertently missing from the first release.

* The documentation has been updated and clarified.

Additionally, the java examples page now includes a FetchSAC example.  Here, you can obtain all the files needed for an example command-line utility that creates local SAC files from webservice queries.  This example program is intended to serve as a kernel to be modified and built upon to create other custom clients.
