[webservices] connection between origin and magnitude

Nothing is ever simple is it! :)

Having the originID in the magnitude would at least make the issue explicit.

In some ways the notion of "preferred magnitude" is pretty nebulous
anyway. If all you want is a coarse cut, "I don't care just give me
one magnitude per" then it doesn't matter, and if it matters you are
probably going to disregard preferred anyway and pick the magnitude
type you care about.
