[webservices] Possible event origin time error in IRIS-WS (Java) library and irisFetch.m (MATLAB)

To users of the IRIS-WS (Java) library and the irisFetch.m (MATLAB) interface,
We have discovered an inconsistent error in how the IRIS-WS Java library interprets the event origin time value returned by our ws-event service.
For some queries the value is interpreted as UTC, as it should. For other queries this value is interpreted in the local time zone, which, unless your computer is set to UTC, is incorrect. This library is used by the DMC's irisFetch.m MATLAB interface.
We are preparing a fix for the issue to be released soon.
There is no error in the response from the ws-event service or the output from the FetchEvent script.
