[webservices] schema location in fdsn event service

So the fdsn station service includes a schemaLocation attribute, like:

xsi:schemaLocation="http://www.fdsn.org/xml/station/1
http://www.fdsn.org/xml/station/fdsn-station-1.0.xsd"

Is there a reason that quakeml documents from the fdsn event web service do
not also contain a schemaLocation attribute?
