[webservices] another invlid xml from fdsnStation

Hi

http://service.iris.edu/fdsnws/station/1/query?channel=HHE&level=response&network=3A&station=L001


generates an invalid XML, the FIR has a <ResponseName> element but the
schema says it should be a "Name" attribute.

        <xs:attribute name="name" type="xs:string">
            <xs:annotation>
                <xs:documentation>A name given to this filter.
</xs:documentation>
            </xs:annotation>
        </xs:attribute>

>From xml:
     <Stage number="3">
      <FIR>
       <ResponseName>DMTAURUSXFIR1001X15</ResponseName>
