[webservices] Release of fdsnws-event service version 1.0.8

Hello WS users,

The DMC has updated our fdsnws-event service to version 1.0.8 (http://service.iris.edu/fdsnws/event/1/).  

The only change:

* Fixed a bug related to the "limit/offset" parameters, when used together the service previously returned one too many events.
