[webservices] TA network data outage announcement

Attention web service users,

Today as of ~0930 GMT we have encountered some problems with our storage of TA network data and any requests made through the fdsnws-dataselect web service are likely to have failed.  We are working to correct this issue as quickly as we can and have taken some steps to temporarily alleviate the problem.  Any BREQ_FAST requests for TA data made in the last 6-8 hours will be reprocessed and distributed, but any requests made through the web services directly should be sent again.
