[webservices] IRIS services restored and operating in new architecture with consistent error messages

Hello web service users,
The IRIS DMC database maintenance was completed last night and all of our services are back in operation.
In addition, we used this opportunity to move all of our services from older hardware to new virtualized machines. This under-the-hood switch includes many changes (new operating system, new service container, etc.). We are comfortable that all services are working as expected but please let us know if you notice anything out of the ordinary.
All the services should work as before with one exception: all services now return error messages as plain text (previously they returned a mix of HTML, plain XML and plain text). The pattern of this new error message type is included below.
