[webservices] problem with RESP service

Hello Doug-
 We had to reboot our database, and there was an interruption in 
serving any web-services, or any internal database processing for that matter.

 We regret that we didn't get word out to all users before we hit
the brake, our apologies. Please try again now, it is back up,
and let me know if you still experience a problem.
