[webservices] Release of fdsnws-station service version 1.0.8

Hello WS users,

The DMC has updated the fdsnws-station service to version 1.0.8:

http://service.iris.edu/fdsnws/station/1/version

Changes include:

* Fixed bug where updatedafter operated on the wrong timezone, now correctly using UTC 
* Fixed a bug related to level=network when channel parameter is provided.

This release should be backwards compatible with all request tools.
