[webservices] Location ID change for the DMC's fdsnws-station service in December

Hello web service users,
This change in our metadata service has been delayed while we address some issues in our data access clients. We hope to make this change later in January or early February. We will notify this list prior to the update.
The change of the location ID will effect all existing users of JWEED. Once we update our service to be compliant with the FDSN decision all current versions of JWEED will cease to function properly. A new version of JWEED is being prepared now.
