[webservices] Services briefly unavailable during upgrade on Tuesday, January 13th

Hi service users,

The DMC's web services will be offline briefly starting at 11:00 Pacific (19:00 UTC) as we perform an upgrade to our networking equipment.  We anticipate the outage to be very short, in the worst case scenario we will revert to the previous configuration after 10 minutes.

Please adjust your data access accordingly and thanks for your understanding.
