[webservices] empty loc code in fdsnws/station query

Hi Anthony,

The 204 means "no matching data selected".  If you would like to see the error returned in your web browser try adding the parameter-value "nodata=404":

http://service.iris.edu/fdsnws/station/1/query?net=II&sta=AAK&loc=--&cha=BHZ&starttime=1992-12-12&endtime=1992-12-12&level=station&nodata=404 <http://service.iris.edu/fdsnws/station/1/query?net=II&sta=AAK&loc=--&cha=BHZ&starttime=1992-12-12&endtime=1992-12-12&level=station&nodata=404>

If you submit the query with channel level details:
http://service.iris.edu/fdsnws/station/1/query?net=II&sta=AAK&cha=BHZ&starttime=1992-12-12&endtime=1992-12-12&level=channel&nodata=404 <http://service.iris.edu/fdsnws/station/1/query?net=II&sta=AAK&cha=BHZ&starttime=1992-12-12&endtime=1992-12-12&level=channel&nodata=404>

you'll see that there are no channels with empty location IDs.
