[webservices] empty loc code in fdsnws/station query

Hi Chad,

Thanks for the information.  I am reading an mseed file downloaded from 
IRIS Wilbur in 2011 or earlier, and it appears in my software that the 
location code is empty:

???

PS - I have added a work around to this in my code, so you do not need 
to reply again on the weekend!
